About the Census

The 2021 Population and Housing Census in Slovakia is based on a new concept.

In Slovakia, for the first time in history, there will be a change in the method of census and instead of a traditional census, an integrated census, will be carried out, which is a combined census in terms of the methods used. The integrated census is based on a  combination of data from administrative data sources and data obtained from the population. Administrative data sources are the databases managed by ministries or other state administration bodies (e.g. the Register of Natural Persons which is managed by the Ministry of the Interior of the Slovak Republic). A combined census as a method of ensuring data is considered as a certain bridge in the world from the traditional census to the fully registered census.

The 2021 Population and Housing Census is a modern fully electronic census. The Population and Housing Census will be carried out in two stages – housing census and population census.

The Housing Census will be conducted from 1 June 2020 to 12 February 2021. 

This census shall be carried out by the municipalities of the Slovak Republic in cooperation with the Statistical Office of the Slovak Republic. The population will not participate in the census.

The Population Census shall take place from 15 February 2021 to 31 March 2021. The population will have six calendar weeks for the enumeration.

The decisive moment of the Census, to which the data collected during the census period, refers to midnight  from 31 December 2020 to Friday 1 January 2021..

Population and Housing Census is the only statistical survey whose content, scope and method of implementation in the SR is stipulated by a special law. . Such a procedure guarantees the census a specific position, especially because it has not only a statistical but also a society-wide significance.

For the purpose of preparing and conducting the census, the Central Census Commission, has been established by the President of the SO SR whose task is the work progress evaluation in the preparation and implementation of the Census as well as to propose measures to eliminate the identified shortcomings, adopt opinions on the census issues and settle competence disputes. The members of the Central Census Commission are representatives of the Statistical Office of the Slovak Republic, administrators of data sources, central state administration bodies, municipalities or their associations and experts in the field of research and development.

Changes in the data collection method are related to the requirements for the modernization of the census, the informatization and the digitization of society. Building on the innovative trend in the use of information technology was one of the recommendations following the 2011 Population and housing census. An electronic population and housing census as a modern way of data collection has several advantages. It is simpler, faster and safer  for the data providers - inhabitants and municipalities as well as for data processors – the Statistical Office of the Slovak Republic. The residents will be able to count themselves anywhere, from any Internet-enabled device through multiple channels, that will be available. Electronic census will contribute to a more efficient use of the existing resources, to the improvement of the data obtained with the possibility of immediate and direct control, as well as to the acceleration of the processing of the data obtained from the respondents, as the physical work with printed forms will be reduced. It is a means of reducing the administrative burden on the population, to eliminate the risks that may arise in the data collection, save the state finances, in particular to reduce the field costs and the processing of paper questionnaires, and reduce the environmental burden. The integrated and fully electronic census represents a major innovation challenge.

Census objective

The objective of the 2021 Census is to obtain interconnected, reliable, comparable unique data and information on the state of society, its demographic, socio-economic and cultural structures, the living conditions of its inhabitants and their housing. To achieve this objective the census should be approached as:

  • the requirement to respect international and national commitments,
  • the requirement to accept the relevant needs of data users while considering the administrative burden on the Slovak population,
  • the decision to maintain the fullest practicable comparability of data with the data obtained from previous censuses, while the level of territorial and classification detail of the individual indicators will be the result of the data collection method used,
  • the call for mutual harmonization of demographic statistics data, registers and, where appropriate, municipalities records aimed at improving the quality of outputs.

Professional and public discussion

Within the preparation of the 2021 Population and Housing Census, the Statistical Office of the SR carried out multiple activities aimed at ensuring that the outputs of the prepared census meet the current and future needs of users of census data as closely as possible. 

In the first half of 2017, the Statistical Office of the SR contacted experts from the scientific, research and academic community, state administration and self-government to engage in a public debate on the list of data to be collected in 2021 Census. The public debate on the content of census lasted from 1 March 2017 to 1 June 2017. The call confirmed the interest in particular, in the survey on the existing topics concerning nationality, religion, current economic activity, place of employment or mode of commuting to work or school. At the same time, the demands of experts to find out the place of employment to a larger territorial detail than in the previous census or the request to find out the number of live births in men were accepted.

Some conclusions from the expert working group meetings (such as the inclusion of multiethnicity surveys) as well as from the discussions within the interdepartmental commenting procedure on the Act on the 2021 Population and Housing Census and the interdepartmental commenting procedure on the draft measure were also taken into account, laying down the details regarding the characteristics and structure of the surveyed data (where, for example, at the initiative of the Association of Construction Entrepreneurs of Slovakia, the topic of thermal insulation of the house in which the apartment is located has been transformed into a much more complex theme of home renovation).  

From the beginning, the Statistical Office of the Slovak Republic perceived very favourably the initiative of both the professional and lay public to participate in the preparation of the census. During the preparation of the census, various meetings were held with representatives of state administration, local government and the private sector who expressed their interest in discussing the topic of the census. These meetings provided space for sharing information that led to the improvement of the Census.
