European legislation

The 2021 Population and Housing Census (hereinafter referred to as "census") is coordinated by the European Union (hereinafter referred to as "EU") and the United Nations as part of a global program of population and housing censuses. The EU Member States are obliged to conduct the census around 2020 and collect data according to the same, or comparable definitions. The EU puts emphasis on the comparability of census data in Member States and on the need to compile reliable EU-wide reports.

The Slovak Republic has accepted and fully respects the rules of the census realization laid down in EU legislation, while taking into account the requirements arising from national obligations. Slovakia is prepared to carry out the census in compliance with the Regulation No 763/2008 of the EP and of the Council on population and housing censuses and with the implementing regulations. These legal documents lay down the obligation to carry out the census, the census date, the technical specifications of the themes and their breakdowns, the modalities and structure of the quality reports, the range and the technical format of the census data provided to EU. The decision on the data collection method, i.e. on the type of census lies within the competence of individual Member States.

EU Member States are bound by international as well as national requirements to ensure that the census will be carried out in 2021 on the basis of a properly chosen methodology so that the census data, whose value and importance continues to grow, is unique, reliable, interconnected and comparable.

In 2013, in case of the 2021 Population and Housing Census, Eurostat decided to maintain in force the Regulation (EC) No 763/2008 of the European Parliament and of the Council (pdf, 100 KB), which was a binding document for the realization of the 2011 Population and Housing Census.
