Population groups with a specific approach

Within the 2021 Population and Housing Census, increased attention is paid to population groups whose enumeration may, for various reasons, require a specific (personal) approach.

These are in particular: the residents of facilities (e.g. social service facilities, facilities of social-legal protection of children and social guardianship, institutional health care facilities), homeless people and people living in marginalized Roma communities.

Residents who are clients of the facility have the opportunity to count themselves on their own, with the help of a close person, at a contact point in the local municipality or ask for a mobile census assistant. However, in certain types of facilities, a stationary census assistant will be present in the facility throughout the census period to ensure the enumeration of the facility´s clients.

Homeless people can use the same census method as the majority population, i.e. count themselves on their own, with the help of a close person, at a contact point in the municipality or ask for a mobile census assistant. At the same time, the municipality will ensure the enumeration of homeless people who have reported permanent residence at the address of the municipal/administrative office. The municipality will also ensure the enumeration of homeless people in temporary accommodation facilities located in its territory.

Residents of marginalized Roma communities (MRCs) enumerate themselves on their own or use the assisted census service as well. A municipality in which the marginalized Roma community is located, on the basis of its own discretion, will request cooperation of social field workers in the enumeration of MRC inhabitants, as well as of Roma civil patrols or the local police, who e.g. can act as stationary, mobile assistants.

The date of the assisted census is due to pandemic situation postponed to  1. 4. 2021 –  31. 10. 2021.
