When does the Housing Census take place?

The Housing Census takes place from 1 June 2020 to 12 February 2021.

To what date should the data provided for the purposes of the Housing Census (decisive moment of the Census) relate?

The data collected during the Housing Census period refer to the decisive moment to the Census, i.e. the midnight from 31 December 2020 to Friday, 1 January 2021.

Who will conduct the Housing Census?

The Housing Census 2021 is carried out without the participation of the population. Houses and dwellings are counted by the municipalities, specifically authorized persons in the municipality.

How does the Housing Census differ from the previous censuses?

For the first time in history, the municipalities of the Slovak Republic are entrusted with the Housing Census and it will take place without the participation of the population. The Housing Census is part of the integrated Population and Housing Census, which is a combination of the existing available administrative resources and registers and field data obtained through e-collection. The Housing Census will be carried out exclusively electronically via the web application of the Statistical Office of the Slovak Republic.

What is the subject of the Housing Census?

The subject of the Housing Census are all houses, apartment buildings regardless of whether they are inhabited or not, and other dwellings inhabited at the Point in Time Relevant to the Census, located in the territory of the Slovak Republic.

Are apartments, cottages and chalets also the subject of the Housing Census?

The subject of the housing census are also apartments, cottages, chalets and all other dwellings (for example, garage, warehouse, caravan, etc.), in the case they are inhabited.

In what form will the municipalities be trained regarding the current situation with COVID 19?

Municipalities will be trained in the form of distance education. From 18 May 2020, an e-learning platform is available for the training of authorized persons and the managers of authorized persons, for the purposes of the electronic Housing Census.

How will the municipalities be financed in relation to the housing census?

In accordance with the measure and the methodological guidelines for the financing municipalities, the subsidy will be transferred to the municipalities at the latest by the beginning of the housing census period. The subsidy determined on the basis of the number of dwellings in the municipality, registered in the Real Estate Cadastre as at 31 December 2019 is increased by a lump sum determined according to the size group of the municipality. If more dwellings are registered in the municipality during the Housing Census than in the Real Estate Cadastre, the difference will be paid after the end of the census period, during the first half of 2021.

How many authorized persons can be determined by the municipality?

The number of authorized persons depends on the internal structure of the municipality and is fully within the competence of the municipality. It reflects the duration of the Housing Census period (from 1 June 2020 to 12 February 2021) and the expected number of dwellings in the municipality.

Will the municipality be able to change the number of authorized persons during the census?

During the entire Housing Census, the change of the number of authorized persons will be fully within the competence of the municipalities. Any intervention in the number of authorized persons with data on the authorized person must be immediately reported by the municipality to the relevant regional office to which the municipality belongs.
